I am on the Steering Committee of the Woodland Hills Neighborhood Council group, and like everyone else have been working toward certification.

We have been promised from the beginning that funds would be available to do proper outreach, so that DONE and the Mayor and the Commissioners and whoever would not be disappointed in our coverage. Interestingly enough, you'd think that City Hall had done this often enough that that information would be available immediately and provided to these forming council groups. This was not done, but I do note that funds were available to DONE for people, equipment, offices, etc. Need I say more?

I just reread the Mayor's letter of 8/3 and what I and others have gleaned is that the Mayor expects a lot of unpaid help to do the work of the Neighborhood Council, to report to all kinds of highly paid people at City Hall on a myriad of subjects (which will undoubtedly make their jobs easier, jobs I remind you that would probably not be if there was no Neighborhood Council). In addition, all of these people will have to be reported to by the N. C. without their having the kind and quantity of help usually found at City Hall. The N. C. will have to run interference between all of the layers of mayoral, council and other appointees to get to the very people they need to talk to to get the services they want from the City and somehow they will have to have the time to do that along with all the rest.

Have I painted a correct picture? If not, tell me where I went wrong, because all the councils I have talked to are waiting with baited breath to hear the answers.

Bill, this was not intended for your shoulders alone, you happen to be handy, and honestly I've always respected and admired the work you did at PLAN.

I wish you the greatest success, as I know that will insure the City's success.
