Let's take a look at the picture you painted. No one has said (to my knowledge) that putting together neighborhood councils in Los Angeles would be easy, or cheap.

I think you have the picture upside down, when you say the councils will report to all kinds of highly paid people at City Hall. The object is really to have the highly paid folks at City Hall report to the Neighborhood Councils. My vision doesn't include adding new jobs to staff Neighborhood Councils, rather re-directing existing staff to be more aware of the community's views through the Neighborhood Council vehicle. Clearly, it will take time for this re-learning process to filter through the bureaucracy.

I hope, in the end, this system makes everybody's job easier, from the staff to the elected officials, and especially the community activists, by focusing the discussion to a local venue, which will ultimately become the proving ground for future elected officials. When you speak of the unpaid help, I'm reminded of the time (and money) you and I, and many others have invested over the years in community activities without collecting a dime (although I must confess that I did get $50 a week while I was a Planning Commissioner to cover expenses. Mayor Hahn has, however, suspended that practice, so I will have to cover my own expenses a member of the Board of Neighborhood Commissioners.) In the future, hopefully, the time you and I invest in the neighborhood can be spent under the banner of the City and carry the weight of the City seal.

One of the core questions out there is "Why should I organize a neighborhood council when the City will make me jump through a ridiculous series of hoops to gain certification, and then withhold funding from the operation and ultimately discard the advice the council will offer?

The answer has to lie in adequately funding councils which are willing to join together and follow the rules and regulations, and in respecting their advice and council, as well a granting them formal status as an official arm of the City. That's asking a lot, but we stand a chance of achieving a good chunk of it under the new administration. Funding is a crucial issue, not only for outreach purposes, but for on-going operational issues down the road as well.

The current lack of funding for start-up costs, while demanding a laundry list of activities prior to certification, is seriously troubling. At the same time, the prospect of handing out City money to a hundred different groups around the City with no strings attached sends chills down certain spines at City Hall. We need to look at developing a tiered system, where x dollars are available to start, then additional dollars are put up when you meet a certain threshold as a council in formation, and lastly, a larger grant should be available in the final push to certify, sufficient to get the word out to the broader populace.

Our problem now is one of timing. We have a new commission set to begin next week, but we do not have a General Manager, or adequate staffing, and we're supposed to start taking applications (which are hot off the press and causing heartburn in many quarters) in three weeks. As someone who is parachuting into the fire, all I can ask is your continued patience and cooperation as we work to move this process along, in something approaching an orderly fashion, toward our ultimate goal of having real, live participatory and influential Neighborhood Councils all around this City.
